Horizontal Reference Code Owner HORIZONTAL_REF_OWNER GS1-200 Indicates the agency that defined the Horizontal Reference Code.
Horizontal Reference Code HORIZONTAL_REF_CODE GS1-210 Code that represents the reference datum used in determining the latitude and longitude coordinates for the site location.  Note:  This value must be '003' (World Geodetic System of 1984) and the geospatial data provided must use the WGS 84 coordinate reference frame for accurate representation in RCRAInfo and associated products.
