DATA ELEMENT DICTIONARY - HANDLER REPORTING TABLES

English Name Oracle Name Description
EPA Handler ID HANDLER_ID Unique RCRA identification number assigned by the implementing State or Region to each RCRA site (e.g., generators; transporters; and treatment, storage, disposal facilities).  Note:  Handlers associated with Navajo Nation should be assigned Handler Ids beginning with "NN" regardless of where the handler is physically located.
Activity Location ACTIVITY_LOCATION The location (i.e. State) where the activity took place. [see nationally-defined values]
Source Type SOURCE_TYPE Code indicating the source of information for the associated data (activity, wastes, etc.).  [see nationally-defined values]
Sequence Number SEQ_NUMBER Assigned number to uniquely identify a handler source record.
Handler Name HANDLER_NAME The legal name of the site.
Non-Notifier NON_NOTIFIER Flag indicating that the handler has been identified through a source other than Notification and is suspected of conducting RCRA-regulated activities without proper authority.  [see nationally-defined values]
Receive Date RECEIVE_DATE Date that the form (indicated by the associated Source) was received from the site by the appropriate authority, or for "I" sources, the date at which the information was considered current.
Biennial Report Cycle REPORT_CYCLE The year for which Biennial Report data was collected.
Accessibility ACCESSIBILITY Code indicating the reason why the handler is not accessible for normal RCRA tracking and processing.  [see nationally-defined values]
Region REGION The two-digit code for the region in which the site is located.  [see nationally-defined values]
State STATE State postal code for the state in which the site is located.  [see nationally-defined values]
Extract Flag EXTRACT_FLAG Designates that data is available to extract for public use.   [X - Yes; null - No]
Active Site Indicator ACTIVE_SITE An indicator based on the information currently in the RCRAInfo database, that there may be an activity on a site that could be subject to the Federal RCRA Subtitle C, or to a State's authorized hazardous waste program.  This definition has no legal significance and does not constitute a legally enforceable or binding determination about the status of a particular site or the obligations of an owner or operator.

H (column 1) Handler Activities The site is conducting at least one activity found on the Federal Site Identification Form (or a State equivalent form) other than TSD activity and "Other" universal waste.
P (column 2) Permitting Activities The site is in the Active Site Federally Regulated TSDF universe.
A (column 3) Corrective Action Activities The site is in the Corrective Action Workload universe.
C (column 4) Converter The site has at least one unit that as a CV (Converted but not RCRA Clean Closed) operating status.

Location Street Number LOCATION_STREET_NO Street number from the physical address of the primary site entrance.
Location Street 1 LOCATION_STREET1 First line of the street address, route number, or other specific identifier describing the physical address of the primary site entrance.
Location Street 2 LOCATION_STREET2 Second line of the street address (or the post office box number), route number, or other specific identifier describing the physical address of the primary site entrance.
Location City LOCATION_CITY Name of the city or town in which the handler is physically located.

County Code LOCATION_COUNTY_CODE The Federal Information Processing Standard (FIPS) code for the county in which the site is located. [see nationally-defined values]
County Name LOCATION_COUNTY_NAME The name of the county in which the site is located.
Location Country LOCATION_COUNTRY The out-of-country location for transporters coming into the United States. [see nationally-defined values]
Location Latitude Measure LOCATION_LATITUDE Latitude of the site location expressed in GPS (Global Positioning System) format. The user should provide the decimal degrees value representing the degrees, minutes, and seconds.  [Value must be between 0 and 90 unless the Handler ID starts with AS then the value must be between -15 and 90]  Note: Valid latitude example: 69.288268
Location Longitude Measure LOCATION_LONGITUDE Longitude of the site location expressed in GPS (Global Positioning System) format. The user should provide the decimal degrees value representing the degrees, minutes, and seconds.  [Value must be between -180 and -60 unless the Handler ID starts with AK, AS, GU, MP, TT, XI, or XJ then the value must be between -180 and 180]  Note: Valid longitude example: -147.650167
Location GIS Primary Indicator LOCATION_GIS_PRIMARY Indicates if the Location Latitude / Longitude is the primary address for the site.  [Y - Yes; N - No]
Location GIS Origin LOCATION_GIS_ORIGIN Indicates how the Location Latitude / Longitude was ascertained.  [UC - User Confirmed; AG - Automatically Geo-coded]
State District Owner STATE_DISTRICT_OWNER Indicates the agency that defined the State District.
State District STATE_DISTRICT Code indicating the State-designated legislative district(s) in which the site is located.
Land Type LAND_TYPE Code indicating the current ownership status of the land on which the site is located.  [see nationally-defined values]
Mailing Street Number MAIL_STREET_NO The street number from the primary business mailing address.
Mailing Street 1 MAIL_STREET1 First line of the street address (or the post office box number) for primary business mailing purposes.
Mailing Street 2 MAIL_STREET2 Second line of the street address (or the post office box number) for primary business mailing purposes.
Mailing City MAIL_CITY Name of the city or town of the site's mailing address.

Contact Street Number CONTACT_STREET_NO The street number from the contact street address.
Contact Street 1 CONTACT_STREET1 First line of the street address (or the post office box number) for the contact.
Contact Street 2 CONTACT_STREET2 Second line (as needed) of the street address for the contact.
Contact City CONTACT_CITY The city or town of the contact address.

Contact Title CONTACT_TITLE Title of the site contact person.
Contact Preferred Language CONTACT_LANGUAGE The preferred language of the site contact person.  If the preferred language is not provided, a value of 'EN' will be assumed. [see nationally-defined values]
Owner Name OWNER_NAME The name of the entity (individual, agency, or corporation) having legal ownership of the physical operation.  The owner name may or may not be the same as the actual site name or the operator name.
Owner Type OWNER_TYPE Indicates the type of entity that legally owns the site. [see nationally-defined values]
Owner/Operator Sequence Number OWNER_SEQ The owner record for which the owner name was obtained.
Operator Name OPERATOR_NAME The name of the entity (individual, agency, or corporation) that is responsible for the overall operation of the site.  The operator name may or may not be the same as the actual site name or the owner name.
Operator Type OPERATOR_TYPE  Indicates the type of entity that is responsible for the overall operation of the site.  [see nationally-defined values]
Owner/Operator Sequence Number OPERATOR_SEQ The operator record for which the operator name was obtained.
Primary NAICS Code NAIC1 The primary  industrial activity of the site as defined by the North American Industry Classification System.  [see nationally-defined values]
Other NAICS Code 1 NAIC2 The  industrial activity of the site as defined by the North American Industry Classification System.  [see nationally-defined values]
Other NAICS Code 2 NAIC3 The  industrial activity of the site as defined by the North American Industry Classification System.  [see nationally-defined values]
Other NAICS Code 3 NAIC4 The  industrial activity of the site as defined by the North American Industry Classification System.  [see nationally-defined values]

Federal Waste Generator Code FED_WASTE_GENERATOR Indicates the regulatory category of the site with respect to the Federal rules to which it is subject as determined by the quantity and/or toxicity of hazardous wastes generated, stored, or accumulated over a specified period of time.  [see nationally-defined values]
State Waste Generator Code Owner STATE_WASTE_GENERATOR_OWNER Indicates the agency that defined the State Waste Generator Code.
State Waste Generator Code STATE_WASTE_GENERATOR Indicates the regulatory category of the site in view of the implementing State's "broader in scope" or "more stringent than" rules.  Although such an implementing State might use terms that differ for their generators (e.g., "Fully Regulated Generator"), these terms would be translated to match the Federal regulatory term (i.e., LQG, SQG, or VSQG) that best represents the way that the State regulates the generator.
Federal Generator Category Universe GENSTATUS Indicates the regulatory category of the site with respect to the Federal rules to which it is subject as determined by the quantity and/or toxicity of hazardous wastes generated, stored, or accumulated over a specified period of time.  Note:  This decodes the value found in Federal Waste Generator Code above.

Importer Activity IMPORTER_ACTIVITY Indicates whether the site is engaged in importing hazardous waste into the United States from a foreign country.  Importers are required to obtain an EPA identification number prior to engaging in import activities.  Refer to 40 CFR 262.60 for additional information.  [Y - Yes; N - No.  For Sources I, R, E, or T with a Receive Date prior to 4/1/2010, N indicates No or Unknown]

Universal Waste Indicator UNIVWASTE Indicates whether the site is a Large Quantity Handler of Universal Waste (LQHUW)or a Universal Waste Destination Facility.  An LQHUW is a universal waste handler who accumulates a total of 5,000 ks or more of universal wastes at any time.  A Universal Waste Destination Facility is a site that treats, disposes of, or recycles universal wastes on-site.   [Y - Yes; N - No]

Federal Universal Waste FEDERAL_UNIVERSAL_WASTE Indicates that the site is engaged in accumulating federally-regulated universal waste on-site.  [Y - Yes; N - No]
