DATA ELEMENT DICTIONARY - BIENNIAL REPORT REPORTING TABLES

The data fields for the reporting tables associated with the Biennial Report Module are documented, by table, below.  

 

 

BR_REPORTING

English Name Description
EPA Handler ID

Unique RCRA identification number assigned by the implementing State or Region to each RCRA site (e.g., generators; transporters; and treatment, storage, disposal facilities).  Note:  Handlers associated with Navajo Nation should be assigned Handler IDs beginning with 'NN' regardless of where the handler is physically located.

Activity Location

The location (i.e. State) where the activity took place. [see nationally-defined values]

Source Type

Code indicating the source of information for the associated data (activity, wastes, etc.).  [B - Biennial Report with Subsequent Notification; R - Biennial Report  Note:  If the BR Report Cycle >= 2009 then Source Type must equal B-Biennial Report with Subsequent Notification.]  

Handler Sequence Number

Assigned number to uniquely identify a handler source record.
Hazardous Waste Stream Page Number Page number of the GM form or WR form used to enter the information in the waste stream segment and all child segments of the waste stream.
Sub-page Sequence Number

Assigned number to uniquely identify the on-site/off-site waste streams on the GM Form.  Note: This number does not correspond to the BGM_ONSITE_TREATMENT.SYS_PG_NUM_SEQ nor the BGM_OFFSITE_SHIPMENT.IO_PG_NUM_SEQ values.

BR Form

Indicates the BR form from which information was obtained.  [GM - Generation and Management Form; WR - Waste Received Form; XX - Site Identification Form Only]

Management Location

Indicates whether waste was managed on-site or shipped off-site.  [ONSITE - Waste was managed on-site; OFFSITE - Waste was shipped off-site]

Reporting Cycle Year The year for which the biennial report data was collected.
State State in which site is associated.  [see nationally-defined values]
State Name State name for state in which site is associated.  [see nationally-defined values]
Region Indicates the region in which the site is associated.  [see nationally-defined values]

Date of Last Change

Records the date that the biennial report data was last changed.
Handler Name The legal name of the site.
Location Street Number Street number from the physical address of the primary site entrance.
Location Street 1 First line of the street address, route number, or other specific identifier describing the physical address of the primary site entrance.
Location Street 2

Second line of the street address (or the post office box number), route number, or other specific identifier describing the physical address of the primary site entrance.

Location City Name of the city or town in which the site is physically located.
Location State State code of the location address.  [see nationally-defined values for the United States or nationally-defined values for foreign states]
Location Zip Code The zip code in which the handler is physically located.  Note:  Zip codes associated with US addresses may be formatted as 99999, 999999999, or 99999-9999 but will be stored in the database as 99999 or 99999-9999.
County Code

The Federal Information Processing Standard (FIPS) code for the county in which the site is located. [see nationally-defined values]

County Name The name of the county in which the site is located.  
State District Code indicating the State-designated legislative district(s) in which the site is located.
Generator ID Included in NBR Indicates if this site was included in the generator count for the National Biennial Report, for the corresponding reporting cycle year. [Y - Yes; N - No]
Generated Waste Included in NBR

Indicates if this waste  stream quantity was included in the generation quantity total for the National Biennial Report, for the corresponding reporting cycle year.  [Y - Yes; N - No]

Management Facility ID Included in NBR Indicates if this site was included in the management facility count for the National Biennial Report, for the corresponding reporting cycle year.  [Y - Yes; N - No]
Managed Waste Included in NBR

Indicates if this waste stream quantity was included in the management quantity total for the National Biennial Report, for the corresponding reporting cycle year.  [Y - Yes; N - No]

Shipper ID Included in NBR Indicates if this site was included in the shipper facility count for the National Biennial Report, for the corresponding reporting cycle year. [Y - Yes; N - No]
Shipped Waste Included in NBR Indicates if this waste stream quantity was included in the shipment quantity total for the National Biennial Report, for the corresponding reporting cycle year.  [Y - Yes; N - No]
Receiver ID Included in NBR Indicates if this site  was included in the receiver facility count for the National Biennial Report, for the corresponding reporting cycle year. [Y - Yes; N - No]
Received Waste Included in NBR Indicates if this waste stream quantity was included in the received quantity total for the National Biennial Report, for the corresponding reporting cycle year.  [Y - Yes; N - No]
Waste Description A narrative description of the waste citing general type, source, type of hazard, and generic chemical name or primary hazardous constituents.
Primary NAICS Code

The primary industrial activity of the site as defined by the North American Industry Classification System. [see nationally-defined values]

Waste Source Code Describes the industrial process that generated the waste. [see nationally-defined values]
Waste Form Code

Describes the physical form or chemical composition of a hazardous waste. Form codes indicate whether the waste is a specific type of lab pack, sludge, gas, solid, or liquid. [see nationally-defined values]

Management Method Code

Indicates the management method used to separate, store, treat, process, recover, or dispose of the  hazardous waste or generated residual hazardous waste of the waste stream.  [see nationally-defined values]

Federal Waste Indicator Indicates whether at least one federal EPA waste code is used to describe the waste stream. [Y - Yes; N - No]
Wastewater Characteristic Flag Indicates if the waste stream exhibits wastewater characteristics.  [Y - Yes; N - No]   Note:  Wastewater Characteristics is defined as a GM form code of W101, W  105, W107, W110, W113, or W119, or a GM on-site treatment or off-site shipment management method code of H070, H071, H073, H075, H076, H077, H081, H082, H083, H100, H103, H120, H121, H122, H123, H124, H134, H135, H136, or H137.
Waste Generation (in tons) The total quantity of the waste that was generated during the reporting year, in tons.
Quantity Treated, Disposed, or Recycled On-site (in tons) Quantity of waste described that was treated, disposed, discharged, or recycled on-site during the current reporting year, in tons.
Total Quantity Shipped Off-site (in tons) The total quantity of the waste described that was shipped off-site during the reporting year, in tons.
Quantity Received (in tons) The total quantity of the waste described that was received during the current reporting year, in tons.
EPA ID Number of Facility to Which Waste was Shipped

The EPA Handler ID of the facility where the hazardous waste was shipped to.

Waste Received - State Code The state where the facility receiving the waste is located.  [see nationally-defined values]
Waste Received - State Name The state name where the facility receiving the waste is located.  
Waste Received - EPA Region EPA Region where the State receiving the waste is located.  [see nationally-defined values]
EPA ID Number of Handler Which Shipped the Waste The EPA Handler ID of the handler where the hazardous waste was shipped from.
Waste Shipped - State Code The state where the facility shipping the waste is located. [see nationally-defined values]
Waste Shipped - State Name The state name where the facility shipping the waste is located. 
Waste Shipped - EPA Region EPA Region where the State shipping the waste is located. [see nationally-defined values]
Federal EPA Hazardous Waste Code List

Concatenated list of Federal EPA waste codes (sorted alpha-numerically) describing the hazardous waste stream.  [see nationally-defined values]

Waste Minimization Code

Describes the type of waste minimization, recycling, or pollution prevention efforts used to reduce the volume and toxicity of the hazardous waste generated. [see nationally-defined values]   Note:  This data element was collected beginning with the 2009 BR Cycle.

Waste Code Group

A single, unique code that applies to the entire waste stream, based on the Federal EPA waste codes reported for the waste stream.  In general, the algorithm prioritizes waste codes that provide the most specific information regarding what makes the waste hazardous.  [see nationally-defined values]

Calculated Generator Status

A determination of the sites generator status based on the quantity of generated waste reported.  [see nationally-defined values]

Acute / Non-Acute Status

A determination if a waste stream is acute hazardous waste or non-acute hazardous waste.  [see nationally-defined values]

Waste Generation Activity

A determination of the type of process or activity from which the hazardous waste was generated.  [see nationally-defined values]

Priority Chemical

A determination if a waste stream contains a waste that is considered a priority chemical.  [Y - Yes; N - No]  Note:   Priority Chemical is defined as a waste stream containing one or more of the following waste codes:  D006, D008, D009, D013, D014, D031, D032, D033, D034, D037, D041, F006, F007, F008, F009, F010, F011, F012, F019, F020, F021, F022, F023, F024, F025, F026, F027, F032, F034, F037, F038, K001, K015, K016, K018, K019, K035, K046, K048, K049, K050, K051, K052, K060, K061, K062, K069, K071, K085, K087, K088, K105, K106, K141, K142, K143, K144, K145, K147, K148, K149, K150, K151, K169, K170, K171, K174, K175, P050, P059, U005, U018, U022, U030, U051, U093, U094, U094, U127, U128, U129, U131, U137, U151, U157, U165, U183, U185, U207, OR U247.

Management Category

A categorization of management sites based on the similarities in their design, operation, or wastes treated.  [see nationally-defined values]

Waste Property

A categorization of the type of properties a waste stream exhibits.  [see nationally-defined values]

Country Code

Indicates the country in which hazardous waste was received from a foreign country.  [see nationally-defined values].  Note:  This data element was collected beginning with the 2019 Biennial Report Cycle.   

Mixed Waste

Indicates if the hazardous waste was mixed with nuclear source, special nuclear, or by-product material  [Y - Yes; N - No].  Note:  This data element was collected beginning with the 2019 Biennial Report Cycle.
